This is something they call BOKEH. Explanation on wiki

For short: Bokeh is the blur, or the aesthetic quality of the blur in out-of-focus areas of an image, or "the way the lens renders out-of-focus points of light."

Layer info. Background layer was painted in dark grey and then erased in the lower part with a big pen to get a soft egde (ludd), The original was also enhanced for colors and a bit darker.

Effect Maximal in PSE 7 is used on the shot. It gives squares.  An effect I never used before.
